~ Ruins of the Capital of Howling WindsLa Stormterror Lair It was once the capital of Old Mondstadt, ruled by the storm god Decarabian. After being killed in an uprising, Barbatos took his place and reformed the land. Then the people moved the capital to an island in the middle of the cider lake, where the city of Mondstadt remains to this day.
500 years ago, victorious but seriously wounded by the corrupt dragon Durin, the Eastern Dragon Dvalin fell into a deep sleep in the ruins of the ancient capital. However, the people of Mondstadt forgot about him and when he woke up again, they feared him and called him "Stormterror", giving the region its current name. This, along with the pain from the Dark Blood clots inflicted by Durin, allowed him to be manipulated by the Order of the Abyss.
The region is protected by a storm barrier, preventing players from entering the area until the Archon Quest Prologue, Act III: Obstacles.

Decarabian Tower
The Decarabian Tower is located in the middle of the city and is climbed first as part of the Archon Mission A Deserted Lair. As the name implies, it was where the God of Storms once resided and overlooked his people.
The bottom of the tower is treated as an Out of Bounds area; upon reaching a certain height on the lowest floor of the tower, the screen turns black. Players will find themselves in the nearby wind stream, and Paimon comments, "Watch out! Stay away from there!"
On the second upper floor is the Strange Statue, a prototype Ruins Guardian also known as the "first Labrador" by the people of Khaenri'ah. [1]
The upper deck contains a light actuator and the entrance to the Stormterror's Lair domain, which is unlocked after completing the Archon Mission for the Indigo Shadow; the domain description implies that the domain area was where Decarabian personally resided.
To get the achievement The remnants of the gale you must reach the top of the tower, use the wind current used to reach the top floor to the roof of the tower. Then climb the broken but intact pillar. (The other intact pillars will prevent you from reaching the top.)
Massive camera
Nestled within the mountains to the southwest of the Stormterror's Lair is a massive chamber built for an unknown purpose, though it clearly served some purpose for the people of the Decarabian Mondstadt. The mountain walls have been polished and adorned with the Cercelée de Decarabian.
Now, the Hilichurls reside within the chamber.
Mysterious camp
A mysterious camp is located in the mountains southwest of Stormterror's Lair, on top of a tall rock formation.
To reach it, activate the Anemo Monument guarded by two Anemo Samachurls within the nearby peristyle. Activating the Anemo Monument generates two wind currents, with which you can glide to the top of the formation. There, two Giant Anemo Slimes and an Eye of the Storm will be lurking.
After defeating all the enemies, two common chests and one fancy chest will be unlocked. There is a sword stuck in the ground in front of a tent, but it cannot be interacted with, leaving the exact origin and purpose of this camp a mystery. Enemies in this area will respawn.
Curiosities
- The Out of Bounds warning that results from entering the lower deck of the Decarabian tower is currently one of only two Out of Bounds special reactions in the game.
- Battle music does not play in this area.
